Twin rudders?

Is it allowed to have two rudders like on the IMOCA 60 and VO 70?
And what about wings on the rudder?

Just as a clarification (not sure if I understood correctly). It is clear the twin rudders are not class legal but you mentioned "Wings" are?

Does this specifically mean a hydrofoil type of wing? Or at least a wing at the end of the rudder that will help lift the transom of the boat? or for some other reason lower the transom by using a "wing"?

How about wings on the keel, or keel bulbs just like the Americas cup keels nowadays?

I was under the impression that wings on any of the appendages were not allowed.

So long as it cannot move while under way, wings are allowed.

Might be worth mentioning that, since the terms 'keel' and 'rudder' are in bold in the class rules, then we need to also look at the Equipment Rules of Sailing (the 2004 version, not the 2005-2008 version!) before we can be certain (it seems clear to me that the ERS do not contradict anything Steve has said):

Thanks for clarifying. For some reason I have always thought that wings on rudders and keels were prohibited.

Hmmm, will surely open up some experimentation possibilities.
